Many hotels and restaurants in Karangasem have not been operating and it is much suspected caused by the number of rooms that have exceeded the number of tourist arrivals in Karangasem. On another hand, the hills and even mountain slopes with beautiful scenary such as the Mimba Hill, Padangbai, Karangasem are continuously targeted by investors.
On the Mimba Hill and Mimba region, there are not only the Panorama hotel which was already completely built and Chateau De Bali (CDB) which is still under construction, but there are also a number of small hotels and villas (houses belonging to foreign people). While the other hills in Padangbai, for example in the Western part of Silayukti temple, on the top, and slopes of the hill there are also a number of hotels and restaurants. There are hotels owned by foreign investors and also restaurants owned by Padangbai’s local citizens.
Related to the number of closed hotels due to bankruptcy or investors who no longer able to finance the operation, members of regional representative council of Karangasem, I Nyoman Sadra, BA, on Wednesday (27/1) two days ago, had asked the executive or the Karangasem regent tore-count the hotel rooms needed for the visiting tourists. According to him, we should not let Karangasem to continue building hotels, sacrificing the environment, only to become closed or bankrupt someday.
Sadra suspects that Karangasem is having excessive hotel rooms. Meanwhile, the villas, either licensed or unlicensed, and homes masked as small hotels or villas are rapidly increasing. As a result, hotel occupancy rate was very low, often even lower than 30%.
Sadra deeply regretted the environment and landscape of hills which are natural tourism assets are often sacrificed to build hotels. In fact, after being built, they are not necessarily beneficial in the long run.
He cited the example, after the Mimba Hill on Padangbai was dredged; now the Cateau De Bali (CDB) hotel development is uncertain. This is caused by the controversial disagreement attracted by the violation of space allocation plan and the “RTRW” law in Karangasem district and Bali province.
In addition to CDB, the Mimba hill had also inhabited by the Panorama hotel, projected to the southern outcrop of Padangbai harbor. “Prebekel” (mayor) of Padangbai, Kadek Suyasa Aris said, only CDB who violates the “RTRW” law because in one of the article it is mentioned that the area is a green area functioned for agricultural protection, while at the location where the Panorama hotel built is included in the tourism effective area (KEP). “Legalization of Bali’s Provincial RTRW new testing materials have been submitted to the Constitutional Court,” said Aris.
In relation to the stuttering of CDB development, other than the suspected cash-strapped investors sue to the global crisis, it is also because CDB is still awaiting permission process.
